The National Institute of Statistics of Rwanda (NISR) was created in 2005 to replace the former Department of Statistics in the Ministry of Finance and Economic Planning (MINECOFIN). The Institute is financially and administratively independent. It is governed by a board of directors and operates on the basis of a Performance Contract with the Ministry of Finance and Planning (MINECOFIN). The NISR is mandated to track and monitor the economic development and poverty reduction performance indicators. In particular it manages and produces all the statistics for national development. The NISR developed a strategic plan in 2006 with a number of strategic themes identified in order to focus and guide the Institute over the next five years (2007-2011). These strategic themes include: a) providing relevant, high quality statistical information to meet user needs; b) developing and promoting statistical advocacy and partnership; and c) building and retaining human capacity through out the National Statistical System (NSS). The NISR is currently being supported by partners through a Support Project with a basket fund. The project is aimed at strengthening the capacity of Institute. The project is also aimed at supporting NISR to roll out the actions as set in its strategic plan (2007-2011). Its now almost a year since the project was officially launched, it was launched on 15th March 2007 but full implementation only commenced in June 2007.
