The National Institute of Statistics of Rwandareceived financing from the Basket Fund towards the cost of the STATISTICS FOR RESULT PROJECT, and intends to apply part of the proceeds for consulting services.
 
The consulting services (“the Services”) includeproviding support  to the NSDS coordination team whose main aim is to fast track the implemantation  of all NSDS1 and Associated activities by the three required individual consultants.
 
The NSDS is a 5-year roadmap that looks at statistical priorities for Rwanda as a whole and provides a flexible framework both to produce statistics to meet immediate data needs and to build sustainable capacity to produce and use statistics in the future.
 
The NSDS Coordination Team (NCT) was then set up to coordinate project activities of all NSDS Basket Fund beneficiaries, manage planning reporting and auditing activities, and ensure compliance with the financial management and procurement procedures.
 
The National Institute of Statistics of Rwandanow invites eligible Individual Consultants to express their interest in providing the required services and seeksto hire the services of experienced and capable consultants as follows:
 
1.   MONITORING AND EVALUATION SPECIALIST
2.   FINANCIAL MANAGEMENT SPECIALIST.
3.   PROCUREMENT ASSISTANT 
 
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing / selection criteria will be based on the detailed Terms of Reference for this assignment with specific objectives and scope of the assignments, Key deliverables, Timing, Competence and Qualifications and other requirements, which are available at NISR website, PPS and DG market website.
 
The attention of  all interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 
 
Consultants will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.Selected applicants may be subjected to interviews.

Interested and suitably qualified candidates should submit their Expression Of Interest
including detailed CVs showing achieved  related assignments and a motivation letter highlighting how they meet the
requirements detailed in the TOR.
