In 2021/2022, the average of Districts’ performance is 76.50%. Only three districts are below 70%. Imihigo of Economic Transformation pillar registered the highest average score of 89.36%; Social Transformation pillar recorded 81.63% while Transformational Governance scored 75.13%. The City of Kigali implemented its Imihigo at 75.53%. Issues related to human security and transformational leadership were addressed at 66.99% on average by Districts and 66.02% in CoK.
