National Strategy for the Development of Statistics (NSDS)

Rwanda has built a history of statistical planning and is one of the four African countries that have successfully designed four rounds of the National Strategy for the Development of Statistics (NSDS). 

The NSDS is a strategic framework for building statistical capacity across the NSS and meeting the ever-increasing user needs. It is also a framework to: 

  • better coordinate the NSS
  • address statistical challenges
  • mobilize and prioritize use of resources
  • introduce and manage change

The fourth National Strategy for the Development of Statistics (NSDS4), spanning 2024 to 2029, is a strategic framework developed by the National Institute of Statistics of Rwanda (NISR) to strengthen Rwanda’s National Statistical System (NSS).

The third National Strategy for the Development of Statistics (NSDS3) was a product of intensive research and consultations. It aims not only at coordinating all statistical activities in Rwanda for the period of 2019/2020-2023/2024

The second National Strategy for the Development of Statistics (NSDS2) has been developed through a highly participatory and consultative process involving the members of NSS, including private sector, national and sub-national institutions and development partners (public, non-public, national and international including civil society) for the period 2014/15 – 2018/19.

The first National Strategy for the Development of Statistics (NSDS1) document was a blueprint of the programs, projects and activities of the National Statistical System (NSS) to be pursued from the year 2009 to 2014 in major sectors of the society.
