Labour Force Survey Annual Report 2023

The 2023 Annual Labour Force Survey report is compiled from aggregated data spanning four quarters of the year 2023, obtained through data collection conducted in February, May, August, and November 2023. The data collection employed a face-to-face methodology utilizing Computer-Assisted Personal Interviews (CAPI). The Labour Force Survey (LFS) provides estimates concerning the size and characteristics of the labour force, employment, unemployment, and other pertinent labour market characteristics of the population. Furthermore, it is designed to gauge various forms of work, particularly own-use production work, and other components of labour underutilization, including time-related underemployment and potential labour force.

The Rwanda Labour Force Survey adheres to international standards as outlined by the 19th International Conference of Labour Statisticians (ICLS) in 2013, and also catering to the needs of main stakeholders, notably the Ministry of Public Service and Labour (MIFOTRA), the Ministry of Finance and Economic Planning (MINECOFIN), the International Labour Organization (ILO), the World Bank, and other users of statistical data.

The Labour force survey encompasses all individuals residing in private households, while excluding the institutional population permanently situated in locations such as hostels, health resorts, correctional establishments, etc., as well as individuals residing at their places of work and in seasonal accommodations. The results of the main estimates labour force indicators at the national level derived from four quarters combined datasets exhibit a standard error of approximately 0.5 percent.
