The 2019/2020 Imihigo evaluation report is the third of its kind since the Government of Rwanda started implementing the National Strategy for Transformation (NST-1) and the third produced by the National Institute of Statistics of Rwanda (NISR).

Imihigo are a home-grown solution and a tool for accessing progress towards national development aspirations.

They are commitments made between His Excellency the President of the Republic of Rwanda and the Ministries/Boards and Districts. The extent to which Imihigo are
implemented is evaluated every year.
